Green artifacts, saving doesn't work, etc

First of, and by far the most serious one, is that saving doesn't seem to work. First I thought it might be because of my system protection suite, but I can't save with it disabled either. It also doesn't save my key bindings, or character, or anything.
Second, if I crank up the graphics settings, just a little bit, I get greeen "blips"/artifacts jumping all over the screen.
I've got an ATI Radeon 4800 2gb card. Performance is good, but the artifacts are super annoying. What setting causes them to appear?
Third, every time I start the game, it asks me for my EA account, which is annoying. Cerberus SEEMS to be activated though. Is this related to issue number one?
Any ad hoc fixes I can make, until there's a patch? Especially the saving problem needs fixing asap. Starting over time and time again feels kind of like a waste of time.
If it wasn't for the fact that Mass Effect 1 was so damn good, I'dve waited for a couple of patches to have been released before buying the game. I guess I was too optimistic. Not being able to crank up the graphics, fine, but not being able to save? That literally destroys the game.

Saving works, all of a sudden. But I have to exit to the main menu to load saved games. I've also reset all the graphics setting to default, except the resolution and movie blur; still the green blips. It´s NOT a temperature problem. The temperature of my graphics card is barely over idle level, and the fan is set to adjust for temperature load; it's at near idle rpm too. ALL drivers are updated, including catalyst control center. I´m going to experiment a bit with CCC to see if those settings are causing the blips, but I don´t think so, because the blips only appear on missions, not when on the Normandy, or anywhere else.
Edit: And oh, in case anybody wants to know, I run a fully updated legal version of WinXP.

Is this a laptop or desktop
If you're not on an Admin account it probably is.

Desktop, admin account.

I kind of implied that in my first post, but for clarity's sake, yes, it is legit.

I agree with Jenyar, mpgon's problem does seem like something else, almost as if the game thinks you are another Windows user, and thus looking at the wrong places for your save games.
I would recommend starting a new thread for your problem, so that the devs may spot it instead of being washed away in this thread.
I´ve checked the configs, and they do look a bit weird; the savepaths etc don't match where the actual saves are, but changing the configs doesn't change anything in game.

Firstly, that I don't have a "my documents"-folder. Instead, I keep my stuff directly in the root of a partition. I created a folder, and moved my stuff into it.
Secondly, the game doesn't appear to create "career"-folders, so I created one called "John" manualy in the saves directory.
Those two things combined fixed my saving problems. IIRC, I had the exact same problem with ME1.
Now it's just the damn green blips everywhere. The game keeps crashing/freezing the graphics drivers as well, but fortunatly ATI Catalyst Control Center rocks at restoring them, so when it happens, it's usually just a 15 second "break" until the graphics are restored. Better compatibility with ATI cards PLEASE...

As for using XP, I found that more people have gaming issue with ATI cards using XP than Vista/Win 7 from my personal/business work.

I have the 4870, no issues. The green blips can be an issue of overheating, bad PS, or your card dying due to bad PS. What is your system like?

I use a Radeon 4870 2gb card, with vapor-x cooling. Heat isn't a problem, cuz the load temp on the card isn't even over 70 degrees celcius when running ME2. Idle temp is around 63c, and the highest temp I've had when running ME2 is 67c. The box itself is well cooled too, with 1x 120mm fan, and 3x 80mm fans. Even when they're set to low RPM, I can barely hear the GPU fan, and it's set to adjust for load. So heat isn't it.
The PSU is a Corsair HX750, and is more than powerful enough to handle my rig.
The CPU is an AMD Phenom II X4, and I've got 4gb ram.
The setup as a whole is less than a year old, and it's built with reasonably high end components.
I'm probably going to upgrade to W7 soon, but that's a couple of months down the line. ME2 is the only game I've got any sort of graphics problems with.

x4=quadcore
@ mpgon
you could try to disable other processes like Antivir..., that might help.
Also: i don't think it's really important for your problem, but: What phenom II are you using (805,...,965), your 4 GB ram, how are your chips set up (2*2GB?) and i assume you are running a 32bit system?

I've already thought of system protection as a potential cause; disabling any or all of it doesn't change anything. Tried disabling pretty much everything but the essentials; doesn't change a thing.
Anyways, a somewhat more complete system spec;
AMD Phenom II X4 810 (which is a quadcore)
Radeon 4870 2gb card, with vapor-x cooling (no heat problems, tested with new and old drivers)
Gigabyte GA790FXT-UD5P (mobo, drivers were updated a few months ago, works fine)
Corsair XMS3 DDR3 1333MHz 2x2GB CL9 (no problems related to ram afaik)
Corsair HX750 PSU (no problems here either afaik)
Win XP SP3 32bit (fully patched, legit, etc etc. Somewhat optimized, but nothing major, and certainly nothing that could interfere with graphics)
I figure it's either a settings thing (with ME2), a collision with Catalyst Control Center (though everything is set to "use application settings, so I fail to see how that would happen), or, what my money is on, crappy compatibility with, well, PC's in general and ATI-cards in particular,

I only have one more idea, sometimes problems like this are caused by faulty vga/dvi connectors/cable. You could try replacing the cable or using the other output on the card.

charactername_twodigitcode_sixdigitdate
(example: John_12_180210, Displays as "John Shepard, Created On: 18/02/2010, Origin: Spacer, Reputation: War Hero")
The first number after the name and the underscore is for your Origin (0=Blank, 1=Spacer, 2=Colonist, 3=Earthborn). The second number is your Reputation (0=Blank, 1=Sole Survivor, 2=War Hero, 3=Ruthless).
After the name and origin/rep code is a six digit date, which follows the euro standard format of day/month/year.
Once you have the folder properly named, the last field "class:" will be automatically filled in according to whatever class you gave your character when your created him/her.
None of this affects the game in any way. It only affects what is displayed on the load screen. It's really helpful for keeping track of multiple characters.
Hope someone finds this useful.
