You have to pay him ( I tried bribing him with sexual favours etc but can never get it to work ) If you have a good enough coersion you can knock him down to 50s instead of 100s for his services

If you have two ranks of coercion, you can persuade him. (Tell him you will put in a good word with the Arl).
You can also pay him, don't remember how much though.

If you don't have enough coercion, you can simply pay him to fight.
The simply way to convince him requires at least two checks in coercion. If not that you'd either have to have enough strength or cunning to successfully pull off an intimidate or persuade option with him.
If you don't have any of those things, you can do like what you suggest and lop his uncooperative arms off.

If you have decent coercion plus strength you can intimidate him into doing it for free. What seems to help, but this is anecdotal only, is to break his door down, discuss Sten's sword with Sten present and then intimidate him into fighting for the glory of Redcliffe.
Leastways, it's worked the last two times I've done it.

Does the whole "personal reward" thing work for him? I've always had my LI with me when I talked to him, and didn't want to lose approval. I'm mostly curious

Kill him and take his sword. Messy kills is a better bonus than less dead villagers.

@Kryyptehk:
I have never had any luck with the "personal reward". Although I haven't tried it as a female midget, I have tried human and elf, with a mix of classes. Nada.
(I just loaded the conversation in the editor, and it doesn't look like he puts out. You get different responses as a dwarf, but essentially he's not interested.)

I always tell him he can either help defend the village or I could just kill him on the spot. Works like a charm.

Either kill him ( like the stumpy arsed git that he is ) or face the invading horde without him...personaly i go with the former

I did this today, I intimidated him. And I do the The Two Towers "I would cut your head off dwarf, if it stood a little higher from the ground" thing.
