The story is all set up to be exactly that, OP. The galaxy is fractured, nobody but a few believe Shepard and the Reapers are coming.



And if you don't think that the Reapers *will* arrive in ME3, I got a bridge in San Francisco I want to sell you. You don't set up a huge thread for two prior installments just to have it not materialize at the end. That's writing 101.

Clearly the Reapers CAN'T just run around the galaxy in a fleet mowing down everything or they'd do that. Possibly because it'd expend a huge amount of energy, that they need to get back by consuming organics, which they can't do if they're fighting a conventional war.

Seems like the Reapers are taking a big risk to me, hoping they'll win through attrition since all their evil plans have blown up in their face.


Reaper psychology.

Why, in ME1, did Soviergn spend all that time trying to put together a Massive Army of Geth, Krogan, and Rachni when the Geth were plenty (The geth+Sovi crushed the Ciadel fleet easily, even with them prepared...)?  Why did he even bother with Saren and the Conduit on that matter, except maybe for Saren's top security access?

Any human commander with Soviergn's knowledge and resources would have used Saren to gather all relevant intelligence for his attack, and once confirming that the Geth fleet would easily obliterate the Citadel Fleet, launch a massive surprise attack on the Citadel, destroy any ships within the stations arms, and close himself in.  Once Citadel reinforcements arrived, Soviergn would not be alone, but would be backed up by a massive fleet of Reapers.
