Apparently, it's from pickpocketing too much. According to the description anyway.

I have this feeling, although I could be wrong, that both the "unlucky" and "lucky" items you can get in the game are, well, just jokes (they don't do anything). And the developers are, right now, reading this and other related threads, and getting a good laugh. It is not the first time developers have put little red herrings in their game. "Luck" is often a good one to use, too, because people will often start to believe they are being effected, when in actually they are just being tricked.
Actually, someone wrote somewhere else that the "lucky" item property, when viewed in the toolset, contains smileys and other cryptic property descriptions. If this is true, it adds some evidence to this claim.

I've heard that having this item can cause a random event in Denerim where you get mobbed by about two dozen guards. However I'm pretty sure all you have to do to get that is pickpocket some people in Denerim as I've gotten that event without getting the back luck charm. so...to answer your question, no I don't think it actually does anything.

Getting mobbed actually can happen twice. If you pickpocket a bunch of people you'll get accosted by guards as a random encounter in Denerim. After wiping them out, if you keep pickpocketing, you'll get another random encounter with an even larger patrol and a red-armored leader. They're much tougher the second time around; there are a LOT more of them.
The Bad Luck charm has nothing to do with it. I just destroyed the thing when I found it sitting in my inventory. "Where'd that come from? Well, it's got the word "bad" in the description..." *crunch*
