Yes you can, but the game assumes you are doing it before the end game.
The truth, Shepard is the New Doctor, Normandy is the TARDIS. He travels in time to recruit missed companions. Thankfully for them, he does not need to take them to the suicide mission. So they are getting of easy.

Hey Tali, you missed taking out the Collector Base, but I'd still love you to be in my squad when we take on the Reapers in ME3. You can just set up... in...uh...here. This is where, um... Miranda used to sleep... *throat swallow*
