If you let Jowan escape from the prison and tell him to run away, what happens? I keep hearing different things. Aparently there is a message on a chantry board to go and hunt him or something and he appears on a spot near the forest on the map? Is any of this true? Can someone explain?

My current playthrough should yield this encounter, I'm actually doing the quest for the Urn tonight when I get off work (assuming that *ever* happens) so I'll post here if I get it.

I've only gotten this encounter by purposefully triggering it with the console. I have wandered the map over and over again and never gotten it after letting Jowan go.

Yeah based on the talk in one of the other pages Zoev posted the console command, etc to force it to appear. The chest located there is the hardest chest in the game to open, it holds nothing special just has a "Very High" difficulty rating.

Well I let him go, but I stupidly told Ban Tegan he was dead, then DUH I realised, but how will the chantry quest appear if I tell them that? I must tell them I released him. Lucky I have a back save.

The quest shows up whether you tell them he's dead or you released him.

I've only gone through the game as an elven rogue and a human mage. I haven't gone very far with my human warrior yet. As a mage, I had the option of releasing him (or killing him myself), but I don't recall seeing either of those choices as a rogue.
I just hate it when I discover something that makes me have to go back and replay to see it for myself [insert non-obvious sarcasm here].

I don't think you can do it if your a mage, as Jowan will stick around because your buddies.

Just don't ask him what he wants to do now, or how he will redeem himself. Basically ask about what happend, then open the door and say, 'Run I don't want to see you again. Ever.'

It depends on when you ask him. I don't think he escape after you save (or kill Connor).

This quest is bugged, even on the PC. Check the Dragon Age wiki for details.

Yeah, it's bugged. I released him and could not get a random encounter. I tried to get the console to show, but I'm not very good at those things. So, I just skipped it.
