If were going to talk about putting in a few improvements how about when you run out of ammo you can get up close and personal with whomever your fighting and basically take their weapon until you can get some more ammo. For example your out numbered and all of a sudden you can't fire anymore I forget which class has the cloaking ability but use that and get behind some random geth and break it's neck an take it's weapon to use since they don't seem to ever reload when you have too.How does that sound??

other that the content that was planned for the game in the first place (Kasumi, the vehicle); a proper expansion, there is a lot of room between Me2 and Me3

Here's what i'd like, although I know a lot of it isn't practical at this stage.
Helmet toggle.
Better exp/leveling system
Proper imersive transitions between areas, similar to ME1, so we don't just jump/teleport form location to location.
More N7 armour pieces that i'll actually use, instead of crap all in one suits that I won't.
Stats for weapons, so I can tell which weapon does what.
Mission report screens moved to a tab on the personal terminal so that immersion isn't broken and i'm not forced to hit skip the moment they pop up. Not to mention that after the end mission nobody on the ship would send reports back to TIM anymore anyway.
Proper armour or enviro suits for team mates.
Research for faster scanning. Yes I like to mine a planet completely dry, i'm anal about such things and it takes forever on the 360.
A market place for resources.
Randomized dossier order for the team mates so that it's not always the same 4 before going to Horizon. ( Exception being Mordin and Legion who would have to stay fixed. )
Proper continuations of some of the minor incidents in ME1, insted of a crappy email saying nothing in particular.
Removal of references to how the suicide mission is going to go when I talk to my team mates on the Normandy, when I have infact already finished said mission.
And others that I can't think of right now.

The ability to use ME1's heavy and medium armors. The freelancers get to wear medium armor and Eclipse and the Blue Suns get to wear heavy armor. I'm only just hoping for Eclipse's armor though, not interested in the others, otherwise they should give us the pieces to make it although I'm not sure if that can be done. We should also get bigger and more sidequests.

I would like to return to Pinnacle Station, with Mass Effect 2's combat systems that could actually be fun. Beyond that I just want more missions, with new weapons attached.

To be honest, if Kasumi exists and she's done better than Zaeed (recruitment and loyalty missions, dialogue options), then I'd be more than happy to welcome her aboard. And, while many call him flat and uninteresting (or massively unappealing) I liked Zaeed as a character, so finding that he had no dialogue wasn't much fun. Seeing as, according to the Wiki, Kasumi was last seen on the Citadel, perhaps the DLC could be packaged with an expansion to the Citadel area? I mean, Zakera Wards are pretty cool, but the massive vista in the original Wards and the size of the Presidium really made the place feel big; whereas the Zakera Wards feel like a big shopping mall.
So yeah, if we're talking Kasumi + Presidium and Ward expansions, then god yes. Don't care how long it takes, it would honestly be the perfect piece of DLC.
Also, if it's possible to put them back in, I'd like the return of elevators. A 1-minute elevator ride with party conversations beats a 40-second loading screen any day in my book.
More weapon variety would be nice too, but I'd rather BioWare produced some really, really good story-driven DLC, or expanded the capital cities (they all feel a bit too small at the moment) rather than padded the game with new armour. Bring Down The Sky and Pinnacle Station were quite good, but below the par set by ME1's sidequests. If ME2's DLC quests improve upon the ones in the main game, then bring it on.

Really only one thing I'd want from any new DLC:
The ability to use it in the game without verifying it online each time I start up the game first.
Have to admit, I fail to see the point. I normally have my internet disabled, and I'm not about to change that for a single player game, even less for a few bits of armour in a single player game. But, with the way the game and the DLC is set up right now, I can start and play the game offline just fine, but if I want to use the Cerberus armor, the Dragon Blood armor, or the Collector stuff, I've got to log in to the Cerberus Network first, otherwise it won't show up (haven't tried Zaeed or the Normandy crash site DLC yet, so I don't know if they're similarly broken).
Pointless, so far as I can tell. And mildly annoying.
(as a side note, much as I like Dragon Age, I haven't touched the DLC for it yet. I'd like to, but after seeing how DLC has been handled in ME2, I'm more than half afraid it'll essentially break my game)
Oh yeah, and I'd also like to see Balak again, so's I can kick his arse properly this time. Unless that's the stuff of expansions or sequels, in which case I'd hate to see it crammed into a weeny little bit of DLC.
Beyond that, Bioware's done a good enough job to keep me anticipating ME3. I says let 'em do whatever they want.

I'd like to see a lot more scanning. That amazing mini-game was by far the most fun part in ME2. More planets to scan and perhaps some more minerals would be great.
