I am pretty sure it's because they wanted her to look unique, I think all the availiable hairstyles are meant to be what you'd commonly see in Fereldan, while Morrigan is from the Wilds, and doesn't dress or act like your average citizen.
It's probably because Morrigan is the poster-girl... Maybe.

Yes, me too. I do still wish that all NPCs had unique facial/scalp hair. I need to keep glancing at screenshots of the party members to ensure I don't accidentally end up with someone else's hairstyle. And this is a problem, because I have on idea what Oghren looks like.

But you can't have the same hair or beard as him anyway.
