So the quest Places of Power says to activate four places of power, and it mentions one inside the Circle of the Magi.  However, I've ransacked the place top to bottom and I can't find the area it is talking about.  Where might I find this?

i believe its on the first floor right before you enter the stairs. it should be on the ground. hold down your item find button/key and you will see it. if you dont see it, you probably touched it already

Hmmm, I must have, but the quest hasn't updated to show it as activated. I'll just assume it doesn't list which ones you've touched and keep going, then.
