Somewhere in game I remember reading that a company of the Legion would march into the Deep Roads together after their funerals, never to return. Kardol would appear to be the commander (or senior ranking officer surviving) from one company, while Sigrun may be the last survivor of a different company that had gotten further into the Deep Roads (Kal'Hirol, to be specific).
Just guessing, of course, but that makes sense to me and appears consistent. In my games, Kardol is always around fighting the Archdemon...

Well I have seen Kardol fighting in the last battle. Arl Eamon fights as does Irving. Maybe others.

Since it was asked: the entire Legion of the Dead is not gone.
Remember that the Legion of the Dead heads out into the Deep Roads on a regular basis -- and then fight until they all die. So they all die on a pretty regular basis. Essentially once enough dwarves become Legionairres for there to be a full unit they head out and don't come back.
