It sounds rather similar to Duncan. Does that mean he is alive...

It is Duncan's voice, yes. Lots of people think he yet lives. It should be pointed out that characters narrating the story after they are dead is not that uncommon and does not always point to them coming back.

Duncan also narrates the prologue for the player as well, more or less too the player. While this does seem like a mix of gameplay element and stylized narration. It does not mean Duncan is alive.
