Warden Kuril aka Saren from Jack's recruitment mission possesses a Blue Tech Armor which I don't remmber seeing anywhere else. Is it unique to him or do others also have it?
Also, Kuril is the best one-off villain in Mass 2.

Not sure on your armor question, but I did find it odd that Kuril decided to speak up and ask you to step into the box.. Giving away his entire plan before it could occur!
If Kuril had his guards say, "Just take the elevator in the next room up to processing," Shepard would have been all "I hate elevators, but come on guys," and then bam caught!

People love to overlook that Kuril was also a Blue Suns member (pretty sure that's the Blue Suns armor he's wearing), not a real Warden. He was an extortionist in the Terminus that was likely not sanctioned by the Citadel.
Besides, he could potentially capture you and sell you to the Collectors... just like the Shadow Broker attempted to do.
