I know that the Dalish elf tattoos are supposed to correspond to deities, and that the Dwarven Commoner tattoos are casteless brands but does anyone know if the Dwarven Noble tattoos signify anything?

I'm guessing they have about as much meaning to them as the default patterns for both humans and elves, which is hardly any. As quoted by a moderator who posted quite a while ago, the tattoos aren't defined. You could make it mean whatever you wish, as blatantly practical as that answer is.
As for me, I like to believe they signify the nobility of the upper Dwarven Houses.
