 I have been playing on Patch 1.02.  I went to Bann's land without the RtO DLC.  I killed the guards and talked to Elric on the ground.  I hit "leave him be."  I now want to do RtO but I can not click on him anymore to start the quest.  Does anyone know what to do?

You said you went the Bann Loren's lands without the DLC, so, did you buy the DLC?

No, it was a teaser to get me to buy it. I think they added it in patch 1.02.

No, you have to purchase it. It should be listed in the Downloadable Content section when you start DA:O. Buy it (I think it's 400 points, and yes, those points cost real money), and you should be able to continue..

Any other feedback? I did the same not having the DLC installed. Now I have the DLC and he will not interact with me to continue the quest.

Dont try to talk to him until you have the DLC enabled.

doesnt Return to Ostagar require the 1.03 patch to play?

No, IIRC it required 1.02.

1.03 was releasted later, just before Awakening.

I have the exact same problem.. what can I do?

EDIT: Silly me conflicted this with another DLC.
