Its meant to be a sign of good will plus it helps on thane's loyalty mission.

Well when you are questioning someone to find the location of thane's son if your renegade u can use intimidate to say your a spectre and get the information very quickly. If you take too long the lawyer comes in and just say your a spectre and then the lawyer just leaves and the guy spills the beans on the location of thane's son.
