When I first got ME2, I was thrilled that Infiltrators could finally play the way I wanted them to.  I loved finally having Shepard being built to play through the game with her Sniper Rifle.  It was like the Infiltrator was built for sneaky one shot kills from three rooms away, and it was awesome.

Now I'm playing a Soldier, and I have gotten a bit disappointed with my Infiltrator.  Heightened Adrenaline Rush gives a larger slowdown than the Assassin scope zoom, almost double the damage bonus of the Assassin Cloak, and has half the recharge time.  I lose out on a second or two of being invisible to enemies (which, since it also stops you healing, is only useful for repositioning and running away), but my abilities as a sniper are vastly increased.

Soldiers are built to be the master of all weapons, Infiltrators are built to be the master of one.  That being that case, I would think that the Infiltrator would be able to edge out the Soldier with the sniper rifle.  Why isn't this the case?

It isn't the case because you've assumed that being a master sniper is simply being some one who can kill things in one shot from miles away. This is precisely the soldier's area of expertise.

Actually being a sniper means maneuvering into position perfect for killing enemies, making a shot and moving away once it no longer provides the best position. That is the Infiltrator's forte, and it shows.

The Soldier has greater stopping power, but the Infiltrator is the overall best sniper, due to his talents.

Cloak is a big deal on insanity.  Stopping enemies from shooting at you for 6-7 seconds is incredibly useful for sniping.   It isn't just about damage.

Infiltrator scope slowdown is instant but Soldiers in not and i like Infiltrator's more. But that is your choice.

IMHO Soldiers are even better Snipers than Infiltrators (more damage over time).

Adrenaline rush is better than Cloak for sure.

Soldiers and Infiltrators are two different kinds of Snipers.

The Soldier can easily snipe on the move with Adrenaline Rush. You can pop up from cover, snipe an enemy, and dive behind new cover to reengage with your Assault Rifle. They're sort of a combat marksmen. The Soldier (at least on Insanity) needs to have their target in mind, and ready to pick them off ASAP.

The Infiltrator, on the other hand, is more of a traditional sniper. With tactical cloak, you can move around, and take more time picking a target. The Infiltrator can easily move to more advantageous positions by using Cloak to have his enemies focused elsewhere. This lets them control the battle field a bit easier, allowing them more time to find and eliminate key targets (Heavies, for instance).
