2) Miranda. Has less experience and people don't like her.
3) Joker. Already makes his own decisions in how he pilots the ship.

1) Miranda. She's obviously capable of handling the job. She also informs TIM when you've been to the restroom, but aside from that she's doing fine.
2) Kaidan. As a Staff Commander I'm guessing you're pretty much qualified by default.
3 ) Garrus, maybe, but he's a turian. The human Cerberus crew might have issues with that. He's got leadership down and seems to know a great deal about a starship's guns at least, served on a ship in his time. He's also got experience dealing with people from his work with C-Sec. Much rather have him on a ground team though.
Mordin... I think he's more useful in the lab. Seems more like a commando anyway.
Zaeed lead a merc organization, but his only loyalty to you is the money for the job.
Tali is more suited for chief engineer as people have already stated.
Not sure what to make of Jacob.

Maybe, but again Joker's the pilot and he wants to be the pilot. Sure EDI could fly the ship (andkillusallahhh!!!) but Joker is the one who really WANTS to, he's the guy who flies the Normandy in at the last minute and saves your ass, not the guy on the ground waiting for it.
If you were stuck indoors all your life (not literally, figure of speech), and suddenly the thing that was holding you back was eliminated... wouldn't you want to go outside and do all the things you couldn't do before?
Sure, Joker might choose to remain the pilot, but he might not. He could even be a squaddie on one or two specific missions only, even if his participation in them makes him realize that he belongs in the pilot's char and not in the field. And if he wasn't going to be worked into the game as a squaddie at some point, why would BioWare write a cure for him into the story at all?
Just some random thoughts on the subject, though I'm straying away from the thread topic...

Garrus: a man with years of experience in both military and security forces, with a good sense of humor and with a bond of brothers.
Followed by Zaeed: a man with just as much, if not more experience then Garrus, placed in rank of Cheif Security Officer, who can act as adviser to Garrus and keep those Cerb drones in line. He has no love for Cerberus, hes just going by what his account balance says. But, in the end, i trust him with my life.
Third in line for the throne, Tali'Zorah: She would know this ship better then anyone, after all, she keeps the ships mass effect core from crushing into a singularity in our sleep, so, i have to trust the girl. She will always speak her mind, thinking of every possible outcome for the good of the ship, the crew, and the away team. And I love her ^^

Oh god... that gave me the mental image of Miranda is like the person no one tells anything to on the ship. The entire crew knows something but her. It is like a running gag, people taking bets to see how long she figures it out.Cutlass Jack wrote...
Tali was my second in command. Everyone but Miranda managed to figure this out. Even Ken and Gabby called her 'boss.' Even Jacob deferred to her.
Garrus would have been my second choice.

If I can't pick him, then Garrus, as long as he isn't too much of a hot head. Miranda seems to be a good XO, but until the end game, I just can't trust her not to sell me out to Cerberus.

I didn't get the sense that Miranda was a very good leader at all, especially after her fight with Jack. She behaved like a child and then pouted in her office for the rest of the game until her lack of loyalty to her commanding officer got her killed. She's certainly not XO material.
In the event Garrus is ashore with Shep, which is often the case for me, then I'd leave the Joker/EDI team in charge. They did recover from the Collector attack pretty well.

Tali's my fave character, but I know that she's just not leadership material. She's got a good head on her shoulders and can make sound decisions, but she has difficulty keeping a team together, and she's prone to getting upset and losing her cool a little.

So yeah, if Garrus is going to be like Riker and consider duty to his ship and captain above duty to the politicians, then yeah, I'd have Garrus as my XO, because Riker is a kick-ass second in command.

Bad leadership skills are not hereditary and this is where the solid, reliable, straight man blandness of an experienced, trained alliance soldier and team leader, who's affiliation with Cerberus is all pragmatic and open for reevaluation, would shine.
The XO should be available to drop any other duties to concentrate on calling the shots.

Hey, losing stuff is easy. The Enterprise was lost to aliens on several occasions. Most of the crew has been lost at some point.
It's getting stuff back that's difficult, and Riker gets stuff back.
Well, except Tasha. And Ro. But I don't really count those folks.
