He's got a solid head on his shoulders, both morally and in terms of decision making. He's loyal, has leadership skills, and yet seems most comfortable working under someone who is making a difference.
2) Ashley
No nonsense and tough. Unquestionably loyal. Even if your stance is different from hers she's going to carry out your wishes (even if you're not there) She'll keep discipline and carry out the mission regardless of the danger. Only problem is she may still be seeking redemption, but I doubt it after the battle at the Citadel.

Damn me for using ME1 logic. Seeing as Miranda's in control of the Lazarus cell that does make sense, although a Pressley figure would be useful. I don't know about leadership skills, but Gardener does have a good sense of the ship if he's doing maintenance on the ducts. Plus he's quite close to a bartender, and able to get a sense of where the crew's morale is at.

She's also in love with Joker. And since Joker is loyal to me, I've got her loyalty in the bag.
And if that weren't enough, she's voiced by Number 6. There is absolutely no chance of her enacting nuclear genocide on humanity in some misplaced religious crusade!
Barring EDI, I'd have to go with Miranda. She managed the multi-billion credit Lazarus project, which shows she knows enough about running logistics and personnel. She's also, despite initial appearances, quite moral and human underneath the cold exterior.
Garrus would be a decent runner up if not for the fact that most of his experience is police work and leading small teams of men, not running a starship.
Tali is a hilariously bad choice. Her main experience is in working with machines, and every time she leads a team, she ends up getting almost that entire team killed. She knows nothing about leadership, she isn't very charismatic when it comes to giving orders and managing followers, and she's got no experience running a starship (outside of engineering/maintenence) at all. In fact, about the only good points for her are that the quarian admiralty is considering makign her an admiral. But then again, look at what the quarian admiralty consists of: Admiral Xen'Morrigan with extra stupid ("Yes! Let's make the Geth our slaves! That won't come back to bite us like it did last time, amirite?"), Admiral Tal'Zorah who intentionally disregarded safety protocols re activating geth just because he was getting impatient, and Admiral Teryn Loghain. The only decent quarian admiral is Vas Qwib-Qwib, because he's the only one who apparently realizes that the quarians have no hope of beating the geth. If they lost the morning war when the geth were at their weakest, I can't see how they'd win the new war with them being weaker and the geth being stronger.
So basically, the quarian admiralty is composed primarily of stupid people, which explains why they want Tali to become an admiral even though she's a terrible leader.
