Apparently I have to be logged into XBOX live to load my games . It says that I have to delete the BDTS and re-download it in order to fix the problem when  I am not logged onto XBOX live.

I did what they said and it still won't load. Being logged into XBOX live all the time is not a good workaround.

Is this the XBox you originally bought & downloaded BDTS on? If it is, I'm not sure why you'd be having this problem in the first place, and you can ignore the rest of this post.

If it isn't, welcome to the wonderful world of Microsoft DRM. DLC will accept one of two things to authorize you: the Console # for which it was bought (a serial number, basically) or the Gamertag for which it was bought (for which you need to be logged into XBox live for it to be verified you really own the Gamertag). So if you lose your console to RROD/percussive maintenance/etc and move on to a new one, your Gamertag is the only route left for DLC verification.

I think there may now be an on-line tool you can use to rectify this and move your DLC from one console ID to another (after which you will need to re-download everything) but I don't have a link. If this is your problem, google around and I'm sure you'll find it.

Thanks Humans. I think this is the problem. I had a RROD back in May and got a replacement.
