What actor/actress would make a great character/voice for ME3?

Zachery Levi for Alliance agent/Spectre now.

And put D.C Douglas into more roles. He was Sovereign and Legion, and I can't get enough of the threatening Megatron-esque threateningness of his voice.

And do I really have to say? Fine. Nathan. Fillion. Why? BioWare's already given him a role in the ME canon, as captain of the quarian cruiser Idenna under the name Ysin'Mal vas Idenna.

I would say Kiefer Sutherland could bring something to the table for ME3. He could be an Alliance Admiral or something of that sort. Or he could use that Jack Bauer intensity for some NPC soldier.

I can imagine random shouts on the battlefield like, "Get down!", "Damn it!", "We don't have any time!"

I don't think there would be a name epic enough for that Reaper.  The best I can come up with is Imperator, or maybe Proditor.  (Latin for Traitor, a reference to what I believe the name Vader is based from.)  I'm not sure why the Reaper boss would call itself a traitor, but it sounds cool.

I also can't think of anything to fit the reaper pattern of  I am the ______ of your _______.
