They just kind of inserted them into the game as this new threatening menace that was so dangerous to the galaxy... but why? we already had the geth, and we already had the reapers... we have reapers! that's as big a threat to the galaxy as you can get. The geth could have easily been used by the reapers to round up human colonist for that human reaper thing or to make armies of husks/scions/preatorians (i would have preferred to see more of this in the game). I think that would have made more sense since, where the heck were the collectors to help sovereign take the citadel?
Had they stuck with the geth, they could have really developed the legion/heretic story and the quarian/geth stories, and moved the plot forward, rather than just sidestepping like they did.
so.. the collectors, why were they even in the game?

a part of the many concepts and story flaws that make ME2 feel like a spin-off instead of a sequel.

And because it isnt something they pulled out of their asses lol...Remember, this was a PLANNED trilogy. Meaning they have the story arc pretty much planned out. I personally like the story the way it is and see nothing wrong with it.

They were there to show the progression or the next stage of the Reapers plans I'm guessing. If this has been a perpetual cycle for eons then this can't be the first time they've used a race in this way. The Geth were good enemies for ME1 but the heretics were brainwashed to be an army, the Collectors were a much more specific role. Plus it then reveals to everyone just how the Reapers are actually made. And again because of their specialized nature it seems to make more sense that they wouldn't take the Citadel. They lack the proper numbers to do so, and the Geth are just expendable whereas the Collectors are needed. Also comes down to the fact that they were pretty damn secure behind the Omega Relay.
I'll agree with you on the Praetorian front, great enemy if wholly underused.
On the whole I don't feel like Bioware sidestepped at all.

your thinking to negative!!!
yeah they could of stuck with the geth but what's the fun in that? Think about how boring if you had to fight the same guys for another 20 hours!!! Just look at the particle beam. And then thinking story wise if the geth had failed to help you first time around why would you use them again!

That's easy... they were there because no one affiliated them with the Reapers. And the Reapers know that.
Had they used the Geth then the Council would have pursued them with full force. With the Collectors, nobody but TIM cared. And the Reapers didn't know about TIM or Cerberus.
And then there's the fact that the collectors were able to get a cheapshot at Shepard and the Normandy, where the Geth could not have.
