Frankly, I just think Okeer is more of a bad ass, he has that marxist-extremist kind of dialogue that pretty much only enhances said bad-assery.
To be honest, Grunt's recruitment mission is my favorite, solely because of the excellent voice acting.
Grunt's alright, but then again, having a guy who genuinely believes that climbing atop a mountain of his own dead to victory is the "pure" way to conduct war, his rationale towards the genophage also blends in well for the mission, as Shepard can't have a "horde" or army, but needs a "lance" as in quality, while Okeer feels that a new horde would be weak, and would rather opt for a 1-in-1000 perfect soldier.
But alas, he's dead, so there's no point in making an "Okeer for ME3" siggy.
Really wish Okeer could've joined the team

I have to say I quite like the Krogan scientists in ME2. I can't remember his name but there was one on Tuchanka who says:
"Now I am forced to make frivolous things. Things that don't explode."

Okeer would have tied in so nicely, imagine bringing him to Tuchanka where Wrex says its an old name, and a much HATED name. I like Grunt, but Okeer had that incrediable potential to him as a character. Even his final act is the sole purpose to refashion his people into something better.
