You can chose to train in one extra weapon skill when you reach the Collector's ship (a mission which will trigger about half way through act 2).

There's a save editor out there somewhere, but frankly I preferred to just mod my .ini file myself. Started a Vanguard that swaps heavy pistols for Assault Rifles, and has Sniper Rifles from the start. Editing the ini is pretty interesting, as it allows you to customise your load out, and the game is quite robust in handling changes (my vanguard, for instance, gets a choice of a Revenant, a Claymore or a Widow on the Collector ship). You can even set keys to give you extra squad points and credits etc.
IMHO I'm enjoying the game an order of magnitude more than I did beforehand. Even the early game where I'm packing an Shuriken/Katana/Avenger/Mantis is bags more fun.
