Should I only level dexterity enough to get the top tier bows, then (with lethality) max out cunning or should I keep them both as high as possible?

Also does rapid aim on a bow stack with the rapid fire talent or do they cancel each other out, meaning I should just use aim instead?

Bows take 50% damage from Str (Cunning with Lethality) and 50% from Dexterity. So, whichever one you raise really depends on your build. Dexterity will increase your attack, defense and damage. Cunning will increase damage, armor penetration and everything that relies on cunning. So, if you're character is going to be a bard singing the song of courage, it may be worth while to only buff Cunning after you can use the best bows. Also, if you're going to pick locks and steal with your rouge, then raising cunning is important for that as well.

Might as well piggyback on this topic.

Is there an advantage to splitting both Dexterity and Cunning equally? Can't decide which way to go since high defense is always good but very few items seem to raise the Cunning attribute. Do you get to a point of diminishing returns after 100 Defense that raising it beyond that is pointless?

Defense in some ways gets more valuable the more you have.
Assuming you have 100 defense and your attacker has 100 attack, the hit rate is about 50%, with 110 defense 40%, with 150 defense it would be 0.
That being said, an archer normally should stay out of melee combat. IMO, it's a much better idea to pick up combat stealth in case your archer gets in trouble (e.g. after scattershot).

If you go for cunning, archers have some serious hit rate issues (especially against guys with shields which have a high ranged defense). This can be offset with the archer becoming a duelist (Dueling), a Champion companion with Rally, a mage casting heroic offense, a bard with Song of Courage.
Anyway, if your archer is a bard running Song of Courage (and you have 2 more non-mages), I would go cunning, otherwise for Dex.

Rapid aim / rapid fire can only decrease the aim time (0.2s shortbow, 0.3s longbow, 0.8s crossbow) to 0. Rapid aim gives a flat 0.3s aim time reduction, so aim time is 0 with longbows/shortbows (and rapid fire useless).

Thank you for that reply, Kombra.  Very informative indeed.
