Let me preface this by saying that adrenaline rush is not a dps skill, in the sense where it will increase your damage over time as measured by a clock on the wall.  But as that measure is pointless unless you're speed running the game on casual, it doesn't matter.

What adrenaline rush does do is give you a huge advantage in terms of game time.   It improves your relative advantage in the game.  All the numbers I'm going to present below are normalized to game seconds.

Heightened Adrenaline Rush:
70% time dilation. 
Duration:  1.5 game seconds
Cooldown:  3 game seconds
Damage Boost:  +140%
Average Damage Advantage:  +46.67%
Speed Boost:  +233%
Average Speed Advantage: +77.67%

Hardened Adrenaline Rush:
50% time dilation
Duration:  2.5 game seconds
Cooldown:  3 game seconds
Damage Boost:  +100%
Average Damage Advantage:  +45.45%
Speed Boost:  +100%
Average Speed Advantage:  +45.45%
50% less health damage taken over the duration
Average of 22.8% less health damage taken

I haven't checked your numbers. They look about right. What I've determined is that, since fewer shots can be fired with Heightened AR, it is generally more useful for sniper or shotgun type soldiers whereas Hardened is more useful for soldiers who focus more on the assault rifle.

For high ROF weapons it doesn't really matter, the time averaged damage bonus is going to be an accurate representation of what you see in game.



For low ROF weapons it all depends on whether the extra time in hardened allows you to hit a breakpoint (i.e if you get 1 shot in heightened vs 2 in hardened).
