I managed to get it at 175% of power ... at this level you can only fire one time, and I think it is the maximum you can get. You'll need 25 % more to shoot again, how frustrating :-( .
I haven't tried the items that provide a bonus to the heavy weapon ammo count... I don't think that it is possible to push it to 200%.

get the reverant (dont know how to spell it) fully upgrade it and use armour piercing rounds takes out most enemies quickly and when accurate makes mincemeat of the final bossSchroing wrote...

The point is that the upper-end sniper rifles and assault rifles are like a billion times better at dealing damage than any of the heavy weapons when they're fully upgraded

Oh, that's right .. the Blood Pack Coms Relay also shows one as a reward, but doesn't show up on the research terminal, I stand corrected. Fully upgraded with an armour bonus, it's still possible to get two shots off though.
