We are given this amazing game with a cliff hanger ending, an upgraded squad with nothing to do. We are shown, and given something, then it is taken away. Our desire for DLC is a natural demand created by cognitive dissonance. Our object of favor and joy is abruptly ended and can only be fufilled by being extended. The wait is too long. Bioware is torturing us!!  ;)

Step 1: Make game.

Step 2: Cut game in half.

Step 3: Release one half, then provide the second in bite-sized chunks to increase percieved longevity.

Step 4: ????

Step 5: Profit.

It certainly is. They have created a need for something that we do not have, and therefore we will purchase it when it is available. You can contradict the OP as much as you want, it is a marketing tool of a great video game.

This has absolutely nothing to do with cognitive dissonance. That is based of holding two contradictory ideas at once and the human need to reduce the ensuing conflict.

Cognitive disonance is a feeling of tension, which is percieved as uncomfortable. This tension is created by holding two contradictory believes  or discrepancy between behavior and attitude.  Now where it fits your theory?

I think you mean....

Step 1: Make a game so big it has to fit on 2 discs
Step 2: Despite running out of room on 2 discs find a way to add even more
Step 3: Release everything you possibly can as soon as it's ready
Step 4: Make even more for people while they wait for the next sequel
Step 5: Profit
