Assigning Custom VFX to Actor in Cutscene

OK, here's a stumper.  I've created some custom crust effects to aply to the Blight Wolf (flaming eyes and paws).  I've been able to assign the effect to the model, and it shows up fine in game.  However, I haven't been able to get it to work right in a cutscene.  When I add the VFX, the option to assign it to an actor is missing.  I can assign other VFX to the actor, so I know how to do that. 
I'm thinking I may have something wrong or missing in my 2da file, like some "cutscene assignable" toggle.  Since I can't load xls files for some reason, I've put it in a text file on my project page, if anyone wants to look at it.  Any ideas?

Does it make any difference that you have a prefix of 'wh' rather than fx, fxa, or fxc?

Your category says 'creature crust' I see nothing like that in the other entries, not sure if that would make a difference.

Under 'tint' yours shows up as a zero while the others show up as a text version of zero (and the column header says 'string'



Under "ShowInPaperdoll" All the other entries have a 0 but yours has a 1.

I used the Lady of the Forest crust as a template (fxc_lotf_c: vines creeping up the legs). Adding the prefix fxc didn't seem to change things one way or the other. I changed all the other columns back to whatever the LOTF crust had, so those other discrepancies you noticed, Beerfish, should be gone now. I can get the LOTF crust to have an actor slot when I put it in my cutscene, while my custom effect is still missing that option. It still works fine in game on the creature outside of a cutscene, so I've done almost everything right. Are there other GDA's I should be looking at in addition to VFX_Base?

I've come back to this now after fiddling with other aspects of the toolset, hoping that my experience with other things would eventually shed light on this, too - I've made other cutscenes using existing spell and crust effects, so I understand the process better. But this still has me stumped.
I copied the parameters for fxa_fire_crust_c in the 2da, and tried using the Bioware naming conventions (I gave it a fxa prefix and a _c suffix - I wasn't convinced the name should matter, but I tried anyway). Everything seems to be fine (I can assign the crust to creatures in APR_base.2da and they show up fine), but I don't get a field to assign the crust effect to an actor when I place it in a cutscene. I would have thought designating the project as crust at the beginning would be enough, but there must be something else to the toggle.
Has anyone successfully added a custom crust vfx to a cutscene?

I"ve come back to this problem yet again. This time, I loaded a bioware crust effect that I know works as a crust in a cutscene: fxa_fire_crust_c. I changed the name to fxa_whfire_crust_c, copied the VFX_base.2da line exactly, changing only the name. I can place it in a cutscene, but unlike fxa_fire_crust_c, fxa_whfire_crust_c cannot be assigned to an actor (The actor line in the Properties isn't there).

Has anyone succesfully gotten a custom crust effect to work in a cutscene? These effects work fine assigned to creatures outside of a cutscene. This is just bizarre.
