Right before you deal with the dragon you'll get a chance to buy a few.

during the dragon battle you have weapons around the place which you can use to attack the dragon from distance,you can use your allies to distract the dragon and continue to shoot him with one of the weapons(you will have to move around as the dragon does) the only time you will have problems when the darkspawn attack when the dragons health gets at 50% but i had 9 health potions and passed it so you should be able to aswell
