How is it wrong though to attempt to prevent yet another Krogan Rebellions scenario from happening? The Krogan simply haven't evolved enough culturally to make up for their natural aggressive nature and immense reproductive potential. If their birth rates aren't kept in check, which they weren't before the genophage because the Krogan evolved to deal with the harsh realities of Tuchanka, the Krogan easily over-run not only the rest of the species but also their own limits.

The genophage is one of those morally ambigous decisions.
