Ive been searching everywhere for any sign of a mod that will alow me to get full strength quest items.
Now im after this because on my new character the wardens armor i got from the Keep DLC was red steel, BUT when i did it befor a character 4 levels lower it was dragonbone. All i seem to see is "Sell it to a vendor and buy it back dragonbone" well that is not working and i dont think its fair that by doing quests early i am stuck with a crappy weapon or armor set.
So is there ANY mod out there that will do this?
Mod that makes quest items there highest Tier from the start

I'm not aware of one. Would be doable for some things, but DLC cannot be modded so to use another acroynm, you're SOL on that one.
If you're having a problem with vendor upgrades, it is based on your level but there is some variation, so you can still end up a tier above or below your level. Selling to Mikhail Dryden at Warden's Keep seems to work best. He has fair prices and you don't even have to reload, just close the vendor window and talk to him again, it'll be upgraded.
If you're shooting for Dragonbone, I'd try it around Level 17 or 18.
