Question: Is New Game + Insanity actually tougher than Start from Scratch Insanity?

Sorry, Im sure this is a silly question, and probably answered elsewhere.  But I originally started a new game + playthrough with a high level Soldier on insanity to get the lv 30 and Insanity unlocks.  I found it *very* difficult.  I have since beat the game on Insanity several times with other classes starting from level one, and it was a breeze compared to that. I originally blamed it on some deficiency of the soldier class, but made another Soldier with the exact same build, this time from level 1 on insanity, and it was much easier than my lv 30 playthrough on insanity.

Is it because maybe there is some sort of level scaling to the enemies, and in a New Game + game, you start with your powers and weapons maxed, but have none of the upgrades that would normally mitigate the challenge of fighting level 30 enemies, like damage reduction, increased damage output, etc?

From what I gathered, New Game + is in fact tougher than starting from scratch. I'm slightly ill informed as to why, but I assume it has to do with upgrades. You see, your enemies maintain the upgrades they receive throughout the game as you progress and gain levels (naturally keeping the enemies at par with your current level) Meanwhile, you maintain all your skill points and such, but you lose all the upgrades that you previous had with your armor / weapons.



If you played from Scratch, then the Enemies upgrade when you do, so there's no real disadvantage as far as experiencing a tougher opponent.

It is harder to play an New Game+. Why?



All the enemies are at your level, but you have none of the upgrades you used to. You have your weapons and your Squad Points-- but everything hits for base damage while enemies have pumped up health and defenses.

Definitely harder on NG+
My first insanity run is on NG+
My second is a new char. Had to check to make sure it wasn't set to a lower level

I didn't find NG+ harder really, but then again could be due to the fact my first playthrough ever was on Insanity and I was still getting into the rhythm of things.



NG+ just seems a slower start, but if something goes horribly wrong I always have the cain which was a luxury I did NOT have on first playthrough.

NG+ is ALOT harder. trust me. in a new game ME1 import you start out fresh, so do your enemies. but with NG+ youve got those weapons and armors you picked up in the first go around, but your loosing out on all the upgrades you had too. your basically fighting level 30 enemies without being upgraded. so having those 50% boosts to weapons or having SMG sheidl penetration or whatever you had, you dont have that anymore. thats why its harder.

Ah, I never use heavy weapons outside of the last boss...probably would make some battles easier.

Well, I imagine there reaches a point in the game where it breaks even, once you get the necessary upgrades, but starting out, even early game recruitment missions were very challenging on NG + Insanity, without all the damage reduction upgrades.  Even running around with maxed out class powers and a Revanent didnt make up for the potency of the enemy firepower starting a game at lv 30, compared with the more gradual ramping up in a level 1 game.

When taken in to account you lose the satisfaction of most of the game's rewards system and leveling up in NG+, with the shallow Lv 30 cap, kind of makes you wonder what the point of NG+ even is, since counter intuitively, its measurably easier to get your insanity medal starting with a low level character. Unless you want the "ultimate" challenge, I suppose...which I'm all for, but not if Im not going to get loot rewards equivalent to the challenge.

NG+ is harder in the early part of the game for sure because all enemies are fully upgraded and you have nothing. But you get your weapons back on the Normandy and after you pick up Mordin then you can get the upgrade ball rolling again. Once you fully upgrade your main weapon and bag the damage reduction upgrades then it gets easier. By the end of the game its more or less a shooting gallery, kind of like regular Insanity mode.

To be more specific, I think it has to do with how scaling was intended. Higher level enemies are intended for players who've gotten more upgrades. Enemies don't scale up or down depending on how many upgrades you have.
