Some people are biased and don't want to see her emotional side. The others that actually romanced her love her character
IMO the sex scene was one of the most emotional scenes in ME2

Male Shepard:
1. Tali (She seems quite... eager to risk her health for some action. I don't know, it made me laugh, and her personality appeals to me. Would have gone for her on my first playthrough if I hadn't already started to like Miranda at the time)
2. Jack (Non-casual scene probably the most sensual one, as well as being great emotionally)
3. Miranda (Not bad at all, but she still gets third place)
Female Shepard:
1. Thane (the sweetest
2. Garrus (the funniest)
3. Jacob (pretty boring, and the whole build-up mostly only annoyed me)
Ashley/Kaidan are a bit "meh" (especially after seing how dismissive they are in ME2), but I might have a male Shepard that stayed faithful to Liara. Not sure how I would rank her, though - possibly after Tali.

This. Before going into ME2, I hated Jack. She seemed boring however when I romanced her I was surprised how human she was. Jack and Thane where the most emointal scenes in the game.

9999. Miranda, Jacob and Joker at the very last place. As long as they die I'm happy! Just restarted the final mission so that I can get rid of their horrible faces and personalities.

Definitely. I completly agree, everybody should Romance Jack and then saying she breaks their balls. If you start digging into Jack, you find she is actually one of the best build-up character in Mass Effects, not like Jacob...

Not once playing Me1 did I think Garrus would be a great option, but playing ME2, and he's suddenly my kinda guy. That's scary.

For other play throughs I've had:
1. Jack was surprisingly involving
2. Liara not my cup of tea but I can see her appeal
3. Miranda not a romance just a fling, maybe more in ME3?
Never done a FemShep game.

- Jack: Although I don't like the way she looks her paragon love scene was the most emotional scene in the game.
- Ashley: the only LI that isn't the stereotypical weak woman. She is also the best developed character in the entire series.
- Tali: Shy, awkard and her mask adds a bit of mystique. Very good , although she reminds me a bit to much of Aerie.
-Miranda: She is the best looking love interest. Although she has a well devolped personality she never really appealed to me. The romance felt more like 'stress relief' than a real relationship.
-Liara: She was waaaaaaaaaay to eager to have sex with my maleshep. And although she was just as she and awkard as Aerie, atleast the latter learned to be better.

Followed closely by paragon Jack, Garrus, and Tali. I love them all to itty bitty little pieces, such neat people.
Jacob's romance was creepy and weird. God dang, don't even get me started on him. As a male Shepard, I didn't care for Miranda's romance because it felt waay too superficial, but with a female she turns out to be a great friend in the end. I am still hoping for a Joker romance, though. Him and femShep makes so much sense.

2. Tali/Miranda -Tali's relationship with Shep is well fleshed out and they have had two games to build it up. Well done. Miranda's is much like Liara's in the first one. Decently done in the short time they spent on it.
3. Jack -Not bad. Her personality fits the look and her internal struggle to figure Shep out before completely trusting him was done well. Just not my type of chick.
4. Ashley -Not the best in my opinion. Her contempt for aliens in the beginning is not attractive (to me) and she never really builds a relationship with Shep during the first one. Just not believable to me.
I actually think they did a good job of relationship building with Samara if you went the Paragon way with her. She makes me believe she might be interested in you at some point. Well done.
I can't speak for the femShep options.

All three are pretty close for me. They're different types of men, so it's harder to compare them. They're each good-looking with great voice actors. My favorite thing about Garrus is his self-confidence and trust. With Kaidan it's the slow build-up of the relationship and his informal slips early on letting my gal know he liked her. With Thane, it's him calling my gal Siha and his demeanor.

First of all, the ME1 romances were just plain better. There was more dialogue per character and the romance options on the trees were MUCH better implemented. The ME2 trees are mostly identical "getting to know you" trees with an abrupt "I like you, let's bone" option at the end. I'm part of the (apparently rare) group that liked both Liara and Ashley in ME1. Of the two, I found Liara to be a more interesting overall character, and she edged out Ashley because I could romance her with either gender. To be fair, I preferred Ashley's sex scene. But, like I said, all of the ME1 romances were superior to the ME2 ones.
In ME2, I honestly think that Kelly is the best romance (yes, I know that she technically isn't even a LI). You get more actual "romantic" dialogue with her than with any other character, I like her more than most of the LI options, and I prefer her "cabin visit" to most of the sex cinematics you get from the other LI's (and it's repeatable). Of the actual LI's in ME2, I thought that Jacks was hands-down, the best. It was certainly the most emotional, and it (more than any other) made me feel like I was actually impacting the person's life). I really wish that Tali was the number 1 on my list, but I simply don't think that her romance was very well-done - which is a shame because she is my favorite crew member. Miranda has a decent amount of build-up (compared to the other ME2 characters) and the hottest sex scene, but I just don't care for her character that much.

I don't feel the romancing added anything at all to any of the characters, except I guess Liara, who would have no character at all without the romance angle. Not that it's a bad thing, the characters tend to stand nicely on their own without these very forced feeling romances.
