Oh my God, Bioware hasn't given enough information to show what a Quarian really looks like.
All we know is this
1. Quarians have an endoskeleton, lips, teeth, and two eyes with eyelids and tear ducts
2. They also have three thick fingers on both hands which include a thumb and an index finger, as well as three toes on each foot.
3. Their ears or ear analogues differ in a noticeable fashion from those
of humans, with references made to "what passes for the quarian
version of an ear" (Ascension, p. 235)
4. Females have mammary glands.

5. Like Turians, the Quarians are a dextro-protein species of reverse chirality from humans and asari.

I'm not completely certain of this fact.
Liara had eyebrows but it appears that other Asari have none.
It could be paint or a tattoo or just a shadow.

Liara's were clearly drawn on.

It is never specified, most assume they were added as a way to develope facial expressions.

I'm betting on some tentacle kinda thing on their heads. The shape of their helmets, at least in females, would suggest that - and hair, when confined to a suit, would be a liability.

Look at Tali, right? The shape of her helmet. First thought, it looks like there's some hair under there. But if not hair, then obviously tentacles. OBVIOUSLY ;D.

That is why I am talking about her HELMET. The shape of it, in the back, accomodates for SOMETHING. Hell, I guess it could be a fashion statement, but I doubt it is.

Just saying because most people seem to be thinking that if the Quarians have eyebrows that they'll be made of hair. They don't have to be made of hair to be an eyebrow, like the Asari.
So if the Quarians do have eyebrows it doesn't mean hair automatically.

I see what you're saying now. It could very well just be her hood, but the proportions do seem...odd.

Some of that may be possible but I think the texturing and layer of the face would be more even like Asari/Human for the Tint of their helmets to have as much of an effect as it does.  Guy did a creepy as hell version of a volus though

Well, asari often get tattooes to mimic eyebrows. Of-course, Tali could do the same but considering that nobody ever sees her face that would be a little odd...

True, it could be a genetic marking like the Asari?
I'm not totally sure that they have hair yet because hair carries bacteria and they'd have to bath a lot more often if they were as hairy as humans.

I'm not entirely convinced. The concept art appears to depict her with an exoskeleton, which Quarians don't have. 

I pictured them being catlike. Without the ears of course.

I really think all Quarian helmets look a like under the hood.. The hood is more than likely just to denote a female. Sometimes the simplest answer is the correct one. =)
