In the movie, it's a wrist mounted holographic computer display.
It functions quite a lot like the omnitool!

Yes one is Dr.Weir and the other one is Teyla,the alien from farscape is chiana and the one in white is the Dr.Aki Ross from FF spirits within and im a nerd XD

Here's the picture I took earlier that shows the other end of the Citadel can close off, so it is completely enclosed.

I'm still trying to work out where the heck these flaps are!
You don't see them anywhere in the approaching movie.
My theory it it's like the iris mechanism on the Stargate, which spirals out into a solid barrier from inside the gate.
That would make sense, if it wasn't visible, it'd be a number of segments inside the ring to the rear of the Citadel.
Although I'd have to say, it was pretty stupid of the Citadel operators to seal up the Citadel with Sovereign inside the arms!
Kinda defeats the purpose, if the attacker you're trying to keep out is already in there!

The Reaper itself, through Saren, controlled the Citadel operations.
You can see Saren using the MCU (main contoll unit) just before the final confrontation with him.

For context, I always assumed the Mako had an ability to fly, otherwise it wouldn't be able to return to the Normandy, but it was too complicated at the time to show the Mako returning to the Normandy at the time, so the mission just ended instead.
