Actually, that engineer wasn't based off of Scotty. They simply noticed the similarity afterward and were like "Oh...wow. We're absent minded." As for the character, yeah. He was pretty funny. He was one of the best NPCs in the game.

i know THAT scotty, but who is the scotty on the Normandy, unless she means the other dude in engineering? Who i just thought of a romance thread for lol! Unless he is dating Gabby IDK.

Yeah, I thought so. I think that was why we didn't get any easter eggs about Scotty's catch phrases.

Ken wasn't based off Scotty. He was originally meant to be a crew LI for FemShepard so they based him off someone one of the Dev's (Dusty I think) wife found sexy. Ewan MacGregor. It was much later in the process that someone on the team made the scotty connection and they did a big 'Doh!'

There's a dev post on it somewhere in this forum.

Plus Shep has that "It's green" line with a drink, somebody in BioWare watches Star Trek, and Scotty specifically.

Edit: When asked, developers tend to deny intentional similarities to fictional characters in big franchises like Star Trek.
For example, to this day Bethesda vehemently denies that their giant robot with a deep, booming voice called Liberty Prime had any inspiration from Transformers. Whatever.

Both the ME2 engineer and Star Trek guy are both Scottish.

They deny it because they fear getting sued for plagiarism if they admit it.

They problably wouldn't, but EA and Zenimax both have nasty lawyers and they no doubt tell the devs "DENY it or else."

There's no need from our perspective, but lawyers don't see things from our human perspective. Directly admitting reference to another fictional character is like commiting seppuku in their eyes.

Yes, Engineer O'Donnelly is Irish and Scotty is Scottish. But the accents are not very different. Im sorry if your Irish or Scottish and that offends you, but its true. 

Letting all those Star Trek fans in on a little secret: George Takei who is the original Sulu, is Japanese. John Cho, the new Sulu, is Korean. Not a big deal.

Deny it all you want, O'Donnelly was an homage to Scotty.
