So I've attempted this thing three times now. The first and second times, I beat up all the undead with no problems, Mr.Militia comes to tell me about the undead downstairs - no problem. The first time, he didn't go down there with me, the second time he did. Don't know if that makes a difference or not, but either way, nothing happened after I defeated the ones downstairs anyway. No Bann Teagan at the mill either.
The third time, Militia didn't even spawn after the upstairs attack .. so I'm stuck. Any ideas?

Not sure if it's a bug...I thought so too at first but then I found (after half an hour of searching) a lone undead by the lake, behind a house. Slayed him -Quest over.

I had the same experience as GreenSoda. Took me about 20 mins to find the lone undead that was by the lake, killed him and the game went on as normal.

Check the area past the bridge where you first enter town (past the spawn spot under green cloud), I found one pathing in a circle up there acting all retarded.
