They may live on different ships, but I find it hard to believe that after all this time they are segregated by different 'ethnic groups' (lets call it that instead of accents). Tali tells you on Omega about how everyone has to work together in the fleet and they are one big family. I still think 300 years in space would have homogenized them.
I understand that within the US or the UK there are different accents. But if a couple from Minnesota settle in New York, their children will speak like New Yorkers. I think comparing the flotilla of a dying race to a city is far more accurate than comparing it to a country.
Living in New York is hardly comparable to being stuck on the same spaceship for ~20 years of your life.
