Actually, there does seem to be a "galactic" language in place. Shepard mentions it when you talk to that asari scientist at the Rift Station in ME1 and ask her about her job. Also, all the E-mails you recieve are in english, and I highly doubt someone would take the time to learn english just to send you a chain letter.
