It could be that the GPR has a variable rate of damage to keep it inline with its variable ROF. 3.1 seems incredibly low, but there has to be a reason why that number is there even though gameplay testimonies say that it roughly = Avenger damage.
Not only that, but according to the numbers every other rifle should be better at destroying shields and barriers (it only has .10 extra on its multiplier). Yet, if you actually use it, you know that it shreds them to pieces.
There's definitely something going on that's not viewable in the .ini file. I would love for a dev to clarify, as I'm at a loss as to what it would be. We already got completely blindsighted by the 8-pellet shotgun info (which we would have no way of figuring out on our own), so maybe there's something more to it.
