I didn't take the opportunity to learn the arcane warrior talent in the lower ruins at that point in the story. Is there any other way to learn it now that I'm far past that point?

If you didn't interact with the phylactery in any way, you probably could. If the gem is destroyed, then no.

If you didn't find the phylactery in your first go 'round, then it'll still be there. You can go back to the Ruins, find the phylactery, interact with the spirit within and learn the Arcane Warrior specialization.

Also only one of your characters needs to get it, then it is unlocked for all your characters. the only other way is to download a respec mod that lets you unlock specializations.
