it's not really something that can be explained... if it was, it wouldn't be as funny.

Probably because it's short an ASSUMING DIRECT CONTROL.

It's worse on some message boards, believe me. It's just another meme, it'll fade away eventually and be replaced by another fad.

Because they were lazy enough to have the game's main badass have only a few sentences of speech during combat.

It's just the ridiculously Large Ham that Harbinger manages to pull in with those quotes, so it's kind of evolved into a ki- ASSUMING DIRECT CONTROL.

I think it's funny because it's kind of radically out-of-character for an evil life and soul crushing harbinger of our destruction from dark space to take the time and attention to be so polite as to inform his thralls that "direct intervention is necessary" or "i am assuming direct control" as he enslaves their bodies with his essence.

It's kind of like how it's funny that we go to war by "declaring" it and telling people "hey we csondier you an enemy and are going to attack you now."

I totally understand where he is comming from. I have to ASSUME DIRECT CONTROL of my teamates or would be totally useless, and even then they just fight about whos ammo to use.

Bingo.  Instead of having the main villain have a bunch of dialogue they had him repeat a handful of sentences over a period of hours.
