Timing, creativity and a good bit of practice.
I find it's excellent for flanking, as I always find there's an enemy or two on their own to the side of a larger group, which would be ripe for a side on charge.
It's not a spamming power however, and there's a knack to it and knowing when you can get away with a bit of recklessness and when you can't. On higher difficulties it's merely a matter of having less margin for error.

Your shield doesn't suck. The fact that Charge will give you your shield back is part of why it kicks so much ass. Charge in, shotgun and melee at least one enemy to death, and then take some cover. Rinse and repeat. Just, be sure to reload if you're using the Claymore. Can't tell you how many times I've embarrassed myself charging at Harbinger without a thermal clip in the chamber.
