DLC manually downloaded content not available in new game

 I recently
downloaded and manually installed the available downloadable content (Blood Dragon
Armor, Lucky Stone, etc.).  When I
started the game today, I clicked New Game – I’m still playing my first game
and not planning to start another game, but I like to create characters to see
what’s available.  Anyway, I get the
following message:

Until you log in with an account that has previously purchased the following content, it will not appear in your game.  Please cancel, then log in, then try again.  If you click on "Continue", the following content will not appear in your game:
 

list of manually downloaded content, including Stone Prisoner and Warden's Keep
I am
currently logged in (the bottom-left of the screen says “logged in”).  I even logged out and logged in again, and it
still gives this message.

Like I
said, I’m still playing my first game, so this shouldn’t be a problem for a few
months.  But why am I getting this
message?

DLC that is manually downloaded still needs to be associated with your account. Only content that is listed on your Registered Game Promotions Page will work.

For content that is associated with your account, you need to have the Dragon Age Origins Content Update service running in the background. It is supposed to start when you start the game, but it doesn't always get started fast enough. Try manually starting it before you start the game and see if that helps:

1.) Press the windows key + R (or click Start and then RUN) and type in services.msc and press ENTER
2.) Locate the Dragon Age: Origins - Content Update in the list of services.
3.) Right click it and select START
