To anyone who thinks the SB is a reaper or TIM, you should read Mass Effect: Redemption #1.

On the same note, it's possible that there's no one Shadowbroker, but ME: Redemption suggests that there is a single entity calling itself 'the Shadow Broker'.

Not sure who I think the best candidate is, but I like the idea that it's someone Shepard's already met.

Cool theory about him not existing, but I think it's an actual person.  

In the corners of the Internet you can find a post by someone at BW, in which is described the original opening of ME2.  

Shepard's body was on the Shadowbroker's ship, called the Shadowthrone; Legion and Liara (as she sort of describes on Ilium) rescue it.  That's where Legion gets the armor.  She sells Shepard to Cerberus. 

(Heh. Say that three times fast.)

Not too much later, on your first trip to Omega, you would encounter the Shadowthrone and board it, finding it derelict for the two years you have been gone, nobody on board.

From that I'd guess the Shadowbroker is actually one person, and he's out there someplace.

Do you have proof that someone from Bioware said this?
This is the first I've heard of it and I tend to keep my eyes peeled for stuff like this.

The volus "agent" on the presidium.

He was the only one who freely volunteered information about the SB and, on top of that, was the only one who identified himself in his dealings. All of the other "conspirators" have been very careful to hide their true identities yet the volus you met in the first game was so incredibly open about what he did and who he was. Now, this could very well have just been a piece of convenient exposition but if we are to guess the identity of an illusive man (the literal term, not the character) we must think of the one who gains the most deception in choosing his persona. This could lead us to choose the one that, at first, we least suspect through most improbability like Tali or Joker, or though moderate improbability like the LI or Miranda's Father. However each of these characters must put considerable amount of effort in hiding their ties because if it were so known that they were having some sort of back-room dealings of some sort suspicion would naturally be abound. Now, if you look at the volus agent you have an individual with very well known ties to a secret organization who can conduct dealings with that organization without anyone thinking twice about the affair, regardless of what that affair may be. Secret communicae, shady people coming in at all hours, these are the sorts of things you expect from someone involved with the shadow broker but you immediately pass them off as the dealings of a mere agent because that is what you are told and being a good little boy you take what you see serves as perfect justification without a thought otherwise.

In effect, he is the person you would lest suspect because he is the person that you would most suspect had you not taken his word at face value, which you cannot do when trying to peel the lies from any writers work.  They are clever and manipulative little bastards and if you turn your back on them for even one minute they'll send you up the creak and on a tangent until the time that they feel you are finally ready to handle the truth that was right there in front of you to begin with.

Well, let's see.... has to be from one of the species that were first in the Citadel - well entrenched, superficially trustworthy.  Has a position where they have access to lots of privileged information.  Has a position that no one would suspect.  Is very, very rich and/or has access to lots of money.  Has recently run into a lot of trouble what with being on the wrong side of ... let's call them "newcomers."
