When I use charge I notice that only half of the barrier fills up. Does the charge only restore half of the barrier or is that just how is it shown? Second, My standard barrier is 337, and when I charge it goes up to 561. I have heavy charge which is supposed to grant me a 100% boost so why is my barrier so low?

Heavy Charge grants you a 100% boost of your original barrier (armor bonus etc does not apply). When your barrier is depleted it only restores your original barrier not your original + the bonus you get from heavy charge.
