For Miranda's passive, when is it better to max to Cerberus Leader vs Tactician?  My feeling is that Leader (bigger boost to weapon damage) definitely wins out for the Soldier, Infiltrator, and Vanguard classes.  I am more interested in feedback for classes like the Engineer, Adept, and Sentinel.

These classes focus less on outright weapon damage and more on powers.  Is it better to have a health boost or is the weapon damage the stronger choice for Insanity?

health boost is even more useless for those 3 other classes, like you said, they use powers which means hiding behind cover a lot more waiting for cool downs. bonus weapon damage is better for all classes.

That is a good point. However, even though you are behind cover, you are still taking damage when you pop out of cover to cast powers and use weapons.

I think these classes use weapons less than the other three. Therefore I would imagine that Tactician (health boost) could be something useful for these classes.

I take the weapon damage for Adepts and Engineers, not for myself but for my squadmates. Adepts and Engineers have great cc which helps with survivability, but I would like to do damage faster. Since I'm mainly throwing moves, my squadmates are doing most of the shooting.

For Sentinel I take health, because I use the Tech Armor offensively but it gets me into trouble because its higher risk, so I need the survivability. If your playing Defensively, weapon damage would be better.

I agree with Gatsby, the weapon damage boost is much more beneficial for Engineers and Adepts. The idea behind that is simply to emphasize their actual weapon damage which is technically the weakest aspect of these two classes. I've never really played a Soldier, but I would think that Tactician would help Soldiers and Sentinels more. Though now that I think about it, Sentinels could have it both ways.

I also agree with Gatsby, when playing an adept you want all those people you have pulled/singularityfied to die as quickly as they can which can often involve a SMG burst inbetween throws (I love the sound of their screaming as they leave the stratosphere...).
