How is it possible to get romantic with Samara? I've heard a rumor that you can only get romantic with Jack and Marinda but also I've heard that you can get romantic with the other girls as well?
Is this possible?

Not with Samara. Tali you can. Samara, for plot reasons I don't think you may have encountered yet, isn't going to be mating any time soon.

Shepard does have the opportunity to put the moves on Samara. Lays it on pretty thick actually.
"If I were a maiden I`d drag you to the floor right now!"
Shepard is such a player its pretty amusing to see him/her get shot down.
