Ok so you can get you first specialization at lvl 7.  Yet I am only half way through the first mission after Lothering and am at lvl 8 with no chase to even get one....  The best I could do is maybe get Alistair to teach me Templar but he won't since we are not close enough even though I have got his affection up as often as I could...  Is there some way of doing this or are you supposed to wait till later lvls for it?

As long as you can learn the specialization and are close enough with the trainer to get them to teach you it, then that is all you need to 'learn" the skill and can then choose it as long as you are lvl 7. Just put a point into the specialization when you lvl, or on the character screen hit the level up button, should be the first screen you come to that lets you choose the specialization.

Try giving him gifts. You don't need that high affection to get an NPC teach you a specialization.

Actually, I'm pretty sure I got them around neutral levels just by talking. Try asking about the background of your companions.

You can also buy a lot of the specialization books from various vendors, but they cost around 15 sovereigns each.

depends on the spec you want and what you presently are, some of them can be purchased from vendors (such as the dwarf in the camp) others can be gained from characters that actually have them (such as Wynn and Alistair.) if you respond with the exact one your looking for I can be more specific.

PS. specs are bound to your account not your save file, if any save of yours gets it every one gets it (sadly this can be exploited but I will not say how)
