If Bioware could make this in any way as good or better than Bethesda Softworks Fallout 3 it would be a great game and I am sure many people would like it and want to buy it.

I wouldn't be so quick to assume a new game in the Mass Effect universe would have anything to do with Commander Shepard at all, he belongs in the Mass Effect Trilogy games.
I'm probably right in guessing that whatever spin-offs come later, they'll all be either pre- or midquels, so that they don't disrupt the decisions you made as Shepard that result in considerable variation in the universe's political structure, among other things. And yeah, I thought it obvious that the good commander's story was over after ME3.

I wouldn't mind seeing a FPS game starring Garrus that takes place between ME and ME2 or one with Thane showing him in action before ME2.

Otherwise, I would LOVE to see an RTS released (preferably set during the Rachni Wars) or an Origins-style game where you can choose from the various races in the universe.

It could have an Asari as a love interest and a Salarian and Volus squadmate.
There can't be any humans or Turian though as the Rachni wars took place before their discoveries.

Edit: oh, and import the savegame from ME2/ME3 for the face data so your illegal Shepard VI will look accurate

The only thing the writers can't change is the outcome of the wars. No matter what happens, the Rachni are defeated.
However, I think how that outcome is achieved can be largely determined by the player playing either a paragon or renegade Krogan.
Just think, a paragon Krogan. Hard to imagine but I think it's possible.

Someone made a facebook event for the Elcor production of Hamlet and it actually made me realise that I would gladly pay $80 and sit through that for 14 hours.

The big problem I see any spin off having is the time period. If it's set after ME 3 it'd have to be quite a way away because the chances of it contradicting your game is to high. It's part of the problem with ME series being all about choice
